In the early part of this decade it was evident that the whole of New Guinea could not be properly serviced from just Port Moresby. The access to the Highlands towns of Goroka and Mt Hagen was via the port of Madang and this became the obvious choice for the next location. An additional Partner was based there for some years until the Lae to Highlands Highway was established. A move was made to relocate to Lae with the Madang Partner moving to Port Moresby which was already the decision making major town.

The range of products marketed were based around the Hardware and Electrical Industries but also included a number of Supermarket lines such as Campbells Soups and White Wings. Many of the Hardware / Electrical products – such as Lockwood , Radiant , Hills , Clipsal , Butler and Reardon, Utilux, CRC – were established in this era and remain with the company to this day.

By the late 1960s it was evident that the Bougainville Copper Mine was going to open. In order to accommodate this potential market expansion, it was decided to establish another office in Rabaul and to close the Madang office with that Partner returning to Port Moresby. This meant that there were three offices – Port Moresby , Lae and Rabaul – from which to cover the whole of the New Guinea Mainland , Islands and Honiara. At the time of the establishment of BCL, Rabaul was the closest port with adequate Harbour facilities. Hence Rabaul was crucial in the growth of Kieta. Mr Bob Taylor , the current owner of TE(PNG) Ltd , was sent to Rabaul as the Representative. At this stage the business was known as Territorial Enterprises.
